Since graduating in law in 1984, he has devoted his career to teaching and researching Administrative Law, at times also managing public institutions in tasks related to this branch of law (such as his stints as director of three public administration schools/institutes of the Canary Islands, Galicia and the National Institute of Public Administration, in collaboration with judicial institutions (as a substitute judge in the High Court of Justice of the Canary Islands), or as an advisor to international organisations (as a member of the UN Committee of Experts on Public Administration).
